財務法遵專員
此職位須確保組織之財務運作及業務程序在既定政策與授權架構下有效且合規地執行。透過財務控管、合規審核與跨部門協調,確保所有作業持續符合在地法規、內部規範及無國界醫生(MSF)的核心價值,主動辨識並降低營運與合規風險,以支持組織之穩健與永續發展
Finance and Compliance Officer
Ensure that the organization’s financial operations and business processes are executed effectively and in compliance with established policies and delegation of authority frameworks. Through financial controls, compliance reviews, and cross‑departmental coordination, ensure that all activities consistently adhere to local regulations, internal policies, and the core values of Médecins Sans Frontières (MSF). Proactively identify and mitigate operational and compliance risks in order to support the organization’s stability and sustainable development.
【主要工作內容】
①負責組織的資金調度與管控,確保資金調度準確且及時。
②擔任往來銀行之主要聯繫窗口,管理銀行帳戶及相關金融事務。
③與會計同仁合作,確保資金流向與會計紀錄一致,維持財務資料的完整性及合規性。
④審核採購流程、付款申請與合約內容,確保符合內部政策與相關法規。
⑤辨識並管理財務與採購流程中的合規風險,並提出流程改善建議。
⑥協調董事會會議與法定文件管理,並與相關主管機關或外部顧問保持聯繫,以確保符合法規要求。
【Major Responsibilities】
①Manage cash flow planning and daily cash operations, ensuring accurate and timely fund movements.
②Serve as the primary liaison with partner banks, overseeing bank accounts and related financial matters.
③Work closely with accounting colleagues to ensure consistency between cash movements and accounting records.
④Review procurement processes, payment requests, and contracts to ensure compliance with internal policies and legal requirements.
⑤Identify and address compliance risks in financial and procurement processes, and support process improvements.
⑥Coordinate Board meetings and statutory documentation, and liaise with relevant authorities to ensure regulatory compliance.
【資格】
①大學畢業,主修企業管理等相關科系者為佳
②具備至少 5 年財務或會計領域的專業工作經驗。
③熟悉在地財務法規及合規性要求。
④精通 MS Office 應用程式,特別是 Excel 和 Word。
⑤具備優秀的組織、文件處理及分析能力。
⑥能夠安排任務優先順序、解決問題,並在壓力下高效工作。
⑦具備專業態度,以及良好的溝通與團隊協作能力。
⑧英文流利。
【Requirements】
①University graduate in Business Administration or related degree
②Minimum 5 years of professional experience in finance or accounting.
③Good knowledge of local financial regulations and compliance requirements.
④Proficient in MS Office applications, particularly Excel and Word.
⑤Strong organizational, documentation, and analytical skills.
⑥Able to prioritize tasks, solve problems, and work effectively under pressure.
⑦Professional attitude with good communication and collaboration skills.
⑧Fluent in English.
