We offer assistance to people based on need and irrespective of race, religion, gender or political affiliation. 【職位】人才於組織及社會將發揮的影響 此職位為台灣管理團隊的核心成員之一,直接向基金會執行長匯報;同時須與區域 Operation Support Unit 部門、區域行動支援中心及各行動中心建立並維持緊密聯繫。此職位須具備優秀的人脈拓展與利害關係人互動能力,以有效的將 MSF 的醫療行動與台灣相關的公民社會以及醫療利害關係人串聯。 Working under the direct supervision of the General Director (GD) and as an active participant of the Leadership Management Team (LMT), the Head of CSE will maintain close links between the Regional OSU department, regional operations support units and Operational Centers. This role requires strong networking and engagement skills, ideally with an understanding of public health principles, and clinical or health-related experience, to effectively bridge MSF’s medical operations with civil society engagement and medical stakeholders in Taiwan.
【主要工作內容】 1. 公民社會互動策略與年度計畫 (1) 制定並執行整體公民社會互動策略,確保其與 MSF 的使命與策略目標一致。 (2) 身為管理團隊一員,積極參與 MSF Taiwan 的策略與年度計畫訂定。 (3) 參與集體決策、政策制定及向董事會提出建議,確保 CSE 的工作重點體現在組織的整體規劃。 (4) 管理 CSE 團隊的核心工作,包括策略規劃、績效指標、預算管理與團隊領導。 2. 情勢監測與分析 (1) 監測分析台灣及周邊地區的政治、人道與醫療情勢,辨識潛在介入領域並研擬應對策略。 (2) 提供精準分析結果給管理團隊,以發掘 MSF Taiwan 的網絡拓展及醫療可近性機會。 3. 在地互動與緊急應變 (1) 主導在地互動活動,包括醫療技術交流/培訓(如醫師、外科醫師、護理師、公共衛生專業人員等)及針對弱勢族群的健康促進活動,強化社區連結並提升MSF能見度。 (2) 主導緊急應變策略的制定與執行,包括與 MSF 行動中心合作成立機動勘查小組。 (3) 確保所有公眾相關或專業的健康促進、疫情警覺及應變相關內容具備醫療專業性與準確性。 4. 與利害關係人之互動 (1) 與台灣各界利害關係人及公民社會團體合作,強化並提升 MSF 在台灣公民社會的聲量。 (2) 代表 MSF 與內外部利害關係人(政府機關、衛生主管機關、高層領導等)保持順暢溝通,確保對方即時、正確並充分掌握資訊並參與決策。 5. 確保工作品質與法規遵守 (1) 確保專案/計畫的執行符合 MSF 標準、作業流程及相關法規,並推動問責與透明。 (2) 遵守公平與保密原則及 MSF 標準,確保所有人皆能公平獲得 MSF 服務,並妥善使用敏感資訊。
【學歷及經驗要求】 ①相關領域學位(如:國際關係、護理、公共衛生等),或具同等實務經驗 ②歡迎具護理師執照或其他醫務臨床背景者,且擅長公共參與並具國際人道/發展援助經驗者踴躍應徵 ③至少連續五年報告撰寫和/或對外部倡議之實務經驗,或具相當之學經歷組合;具有國際非政府組織(INGO)相關經驗工作經驗者佳 ④須具備 NGO 或公眾機構運作之相關知識與經驗

【Major Responsibilities】 1. Civil Society Engagement Strategies and Annual planning (1) Formulate and execute the overarching Civil Society Engagement (CSE) strategy, ensuring it aligns with MSF's mission and strategic objectives. (2) Actively contribute to MSF Taiwan’s strategic and annual planning as part of the Management Team. (3) Participate in collective decision-making, policy development, and Board recommendations, ensuring CSE priorities are reflected in overall organizational direction. (4) Oversee the core functions of the CSE Unit, including strategic planning, performance metrics, budget management, and team leadership. 2. Monitoring and Analysis (1) Monitor and analyze the political, humanitarian, and medical situation in Taiwan and the region to identify potential fields of intervention and determine response strategies (2) Provide accurate insights to the Management Team (MT) for identifying MSF Taiwan (MSF TW) networking and access opportunities. 3. Local Engagement and Emergency Preparedness Initiatives (1) Spearhead local engagement activities, including technical medical exchanges/training (e.g. with physician, surgeons, nurses, public health practitioners, etc) and health promotion activities towards marginalized communities, to strengthen community ties and enhance MSF's presence. (2) Lead the development and implementation of emergency preparedness strategies, including the formation of a mobile exploration team in collaboration with MSF operational centers. (3) Ensure medical relevance and accuracy in public-facing and technical content related to health promotion, outbreak awareness, or preparedness materials. 4. Stakeholder Engagement (1) Engage with Taiwanese stakeholders and civil society actors to promote and enhance MSF’s voice in Taiwanese civil society (2) Represent MSF with internal/external stakeholders (national authorities, ministry of health, senior leadership, etc.), ensuring stakeholders are actively, timely, and correctly informed and involved in decisions. 5. Ensure Quality and Compliance (1) Ensure the delivery of services within the project/program in compliance with MSF's standards, protocols, and relevant regulations, while promoting accountability and transparency. (2) Uphold principles and MSF standards of fairness and confidentiality, ensuring that all individuals have access to MSF's services without discrimination and that sensitive information is securely handled.
【Academic and Experience Requirements】 ①Degree in a related field (e.g. International Relations, Nursing, Public Health) or equivalent field of experience. ②Registered nurses or individuals with a clinical background, strong public engagement, and experience in international humanitarian or development aid are strongly encouraged to apply. ③At least 5 years progressive experience in reporting and/or representation role (advocacy) preferably in an INGO, or equivalent combination of education and experience. ④Experience and knowledge of NGO and/or public institutions is required.
【Knowledge, Competence, Skills & Experience Requirements】 ①Commitment to the values, principles and MSF’s social mission ②Good understanding of the nonprofit and/or humanitarian sectors ③Project management and coordination: Ability to manage multiple projects and deadlines with different teams ④Rigorous analytical skills ⑤Demonstrable ability to draw actionable conclusions from analysis ⑥Excellent communication and presentation skills with a capacity to influence ⑦Impeccable judgment with strong interpersonal, networking, and diplomacy skills in the management of stakeholder expectations ⑧Ability to respect deadlines and resolve problems in a timely manner ⑨Strong interpersonal skills and able to work in a team ⑩Self-driven ⑪Fluency in Mandarin and English is essential. ⑫Willingness to adopt a flexible work schedule.
